In order to meter the water, and not get the meter frozen, it has to be set 6 feet down. They put it in a mini bomb shelter type enclosure. I marveled at the OH&S of the guys doing this work... No deep excavation protection, no hi vis, no ppe, nothing, and one guy even rode inside the half section to seat it properly at the bottom of the trench. Never mind that he was out of visual range of the crane operator...
